Delta Plan Programmatic EIR

The California Environmental Quality Act (CEQA) generally requires a government

agency to evaluate and consider the potential significant adverse environmental

consequences of a proposed action before the agency takes that action. For the Delta

Plan, that evaluation took the form of a Program Environmental Impact Report



The PEIR was certified by the Council in May 2013 prior to adoption of the Delta Plan.

A Recirculated Draft P-EIR (Vol. 3 of EIR Process) was completed in November 2012 and circulated for public review and comment; it evaluated the November 2012 Final Staff Draft Delta Plan.

Coequal goals

The Delta Stewardship Council was created in legislation to achieve the state mandated coequal goals for the Delta. "'Coequal goals' means the two goals of providing a more reliable water supply for California and protecting, restoring, and enhancing the Delta ecosystem. The coequal goals shall be achieved in a manner that protects and enhances the unique cultural, recreational, natural resource, and agricultural values of the Delta as an evolving place." (CA Water Code §85054)
