The Delta Stewardship Council was created in legislation to achieve the state mandated coequal goals for the Delta. "'Coequal goals' means the two goals of providing a more reliable water supply for California and protecting, restoring, and enhancing the Delta ecosystem. The coequal goals shall be achieved in a manner that protects and enhances the unique cultural, recreational, natural resource, and agricultural values of the Delta as an evolving place." (CA Water Code §85054)
Performance measures are used to translate program goals and objectives into measurable indicators of progress. They are a vital part of an adaptive management approach that provides decision-useful information about areas of success as well as weakness. This insight helps to reveal the critical areas needing adjustment. The benefit to a successful performance measurement process is in aligning limited resources to priorities and in doing so, helping to ensure that outcomes meet expectations.
History
Both state and federal statutes, as well as the CALFED Record of Decision, required an annual review of the progress of the CALFED Program. Additionally, reviews of the CALFED Bay-Delta Program by the state Department of Finance, the Little Hoover Commission, and independent consultant KPMG, recommended the need for improving program and fiscal performance management and tracking. These recommendations were adopted by the CALFED Bay Delta Authority in 2006 and transitioned to the Delta Stewardship Council through the implementation of SBX7 1 (Delta Reform Act) in February of 2010.
Role of Program Performance and Tracking Team:
The Program Performance and Tracking team (PP&T) assists implementing agency staff with measuring performance within the Sacramento-San Joaquin Delta Estuary (Bay-Delta). The team achieves this through interagency coordination and facilitation. Additionally, the PP&T team has the primary responsibility of reporting both project and program related performance measures to partner agencies, stakeholders and other parties interested in achieving the coequal goals of providing a more reliable water supply for California and protecting, restoring, and enhancing the Delta ecosystem.
