The Delta Stewardship Council was created in legislation to achieve the state mandated coequal goals for the Delta. "'Coequal goals' means the two goals of providing a more reliable water supply for California and protecting, restoring, and enhancing the Delta ecosystem. The coequal goals shall be achieved in a manner that protects and enhances the unique cultural, recreational, natural resource, and agricultural values of the Delta as an evolving place." (CA Water Code §85054)

Final Interim Plan

The Council adopted the Interim Plan at its August 27, 2010 meeting. It was developed to guide the Council during the development of the Delta Plan. The Interim Plan described a review process that a committee of the Council used to consider and recommend early actions, projects, and programs for inclusion in the Interim Plan. Those early actions were projects and programs deemed necesary to implement before a Delta Plan could be established.

Interim plan

Prior to adopting the Delta Plan, an Interim Plan was developed to guide the Council during development of the Delta Plan. The Interim Plan included procedures and tools the Council would use to make recommendations for early actions, projects, and programs. Those early actions were projects and programs deemed necessay to implement before a Delta Plan could be established. 

The Council then began work on the Delta Plan and the environmental review process required under the California Environmental Quality Act (CEQA). The Council convened public workgroups as a means of soliciting input that assisted in the development of the Interim Plan and Delta Plan.

The Council adopted the Interim Plan on August 27, 2010. The Delta Plan must be implemented by January 2011 as mandated by the Delta Reform Act of 2009.
