The Delta Stewardship Council was created in legislation to achieve the state mandated coequal goals for the Delta. "'Coequal goals' means the two goals of providing a more reliable water supply for California and protecting, restoring, and enhancing the Delta ecosystem. The coequal goals shall be achieved in a manner that protects and enhances the unique cultural, recreational, natural resource, and agricultural values of the Delta as an evolving place." (CA Water Code §85054)

Background:
At the request of the Bay Delta Conservation Plan (BDCP) participants, the Delta Science Program has convened an Independent Science Review Panel (Panel) to assess the scientific soundness of the BDCP Effects Analysis components. The review is being conducted in multiple phases. The Panel is convening to review the Draft BDCP Effects Analysis' technical appendix on the Conceptual Foundation and Analytical Framework (Foundation and Framework) to ensure it is of sufficient robustness and scientific soundness to serve its intended purposes. The Panel is also reviewing the Entrainment Appendix as an example of the application of the conceptual understanding, methods and analyses discussed in the Foundation and Framework. Following this initial review of the Foundation and Framework the Panel will reconvene to review the Draft BDCP Chapter 5: Effects Analysis and many of the associated technical appendices.
