Fiorini Elected Chair

February 2014

After completing his four-year term at the helm of the Delta Stewardship Council (Council), Chair Phil Isenberg stepped aside at the start of the Jan. 23 Council meeting. Council members then unanimously elected Randy Fiorini as their new chair and Isenberg as Vice-Chair. The Chair is a full-time position.

“It has truly been an honor and a pleasure working with you through the conception, development and now implementation of the Delta Plan,” said Isenberg during a recent “all-hands” meeting of the Council’s staff. “The hours have been long, the issues contentious, and the work often difficult. Yet, I am proud of what we have accomplished together.”

Isenberg and Fiorini were both appointed in 2010 by then-Governor Arnold Schwarzenegger to six-year terms at the inception of the Council. The other members are completing their initial four-year terms on the Council. Patrick Johnston was recently confirmed by the Senate Rules Committee for a second Senate-appointed term, and Frank Damrell, who was appointed by Gov. Brown to fill a vacancy on the Council last year was reappointed last month for a new four-year term (read his profile in the related posting). The other original gubernatorial appointee is Hank Nordhoff and Gloria Gray is an original appointee of the Assembly. Larry Ruhstaller (read his profile in the related posting) serves on the Council in the post assigned to the Chair of the Delta Protection Commission.

During his tenure as Council Chair, Isenberg has overseen the development and completion of the Interim Plan in August, 2010 followed by the successful adoption of the Delta Plan in May, 2013. He has shepherded dozens of meetings and workshops throughout the State allowing stakeholders an opportunity to be part of the Delta Plan process. Through it all, Chair Isenberg maintained an order of complete transparency regarding the Council’s proceedings and related documentation.

“I am indeed humbled that the Council members have entrusted me with this responsibility,” said Fiorini. “Chair Isenberg has left an impressive legacy of accomplishment. I look forward to continuing the objective of successfully implementing the Delta Plan.”

Coequal goals

The Delta Stewardship Council was created in legislation to achieve the state mandated coequal goals for the Delta. "'Coequal goals' means the two goals of providing a more reliable water supply for California and protecting, restoring, and enhancing the Delta ecosystem. The coequal goals shall be achieved in a manner that protects and enhances the unique cultural, recreational, natural resource, and agricultural values of the Delta as an evolving place." (CA Water Code §85054)
